Description of Program and Relief
Moratorium on Residential and Commercial Evictions
On March 17, 2020, Los Angeles County Supervisor Hilda Solis announced a moratorium on residential and commercial evictions.
On April 14, 2020, the Los Angeles County Board of Supervisors issued an executive order which expands on the existing moratorium. The moratorium includes a ban on evictions for:
(1) Nonpayment of rent, if the tenant can show they have been financially impacted by the COVID-19 pandemic;
(2) No Fault reasons under the County Code, such as an owner/relative move-in; and
(3) Violations due to additional occupants, pets or nuisances related to the COVID-19 pandemic.
This moratorium covers all residential and commercial tenants in Los Angeles County, except those tenants in cities that have already enacted their own moratoria on evictions.
The moratorium does not relieve renters of their obligation to pay rent owed from this period. Renters will have 12 months after the moratorium ends to pay any back rent.
Landlords may not charge interest or late fees for unpaid rent during the moratorium period.
The executive order also prohibits rent increases for rent-stabilized rental units in unincorporated Los Angeles County and for mobile-home spaces.
