Description of Program and Relief
Combined Application Project (“LaCAP”) Food Assistance Program
This preexisting program provides food assistance to Louisiana residents who are at least 60 years of age and receive Supplemental Security Income (SSI). It is a simplified version of the Supplemental Nutrition Assistance Program (“SNAP”). Depending on shelter costs, LaCAP participants will receive $35, $82, or $173. LaCAP cases are certified for 36 months.
While no specific guidance has been provided for those affected by COVID-19, individuals and families adversely impacted by COVID-19 should be eligible if they meet general eligibility requirements.

Eligibility Requirements/Restrictions
Recipients must receive Supplemental Security Income and:
1) Must be 60 years old or older;
2) Must not be institutionalized or otherwise ineligible for SNAP benefits due to immigration status or an Intentional Program Violation;
3) Must live alone or buy and prepare food separately or agree to buy and prepare food separately from the other people in household; and
4) Must not live with spouse or own child under age 22.
One may qualify for more benefits through regular SNAP if one: (1) pays more than $35 per month in out-of-pocket medical expenses; 0r (2) pays more than $552 per month for shelter costs.
