Description of Program and Relief

The Emergency Food Assistance Program (TEFAP)

TEFAP is a federal program that provides emergency food and nutrition assistance to low-income individuals and households at no cost. The program is administered in Pennsylvania through the Pennsylvania Department of Agriculture, which distributes commodity foods to local agencies that serve the public (for example, food banks). The local agencies then deliver the food to eligible residents or use it to prepare and serve meals to the public. These offerings were previously in place, and have not changed in response to COVID-19.

To be eligible to receive benefits under this program, residents of Pennsylvania must complete a Self-Declaration of Need Form, which includes a certification that the declarant’s household income is at or below 150% of the poverty line. The current household income requirements are available online here.
