Second Circuit Review: New York City Campaign Finance Laws Withstand Constitutional Scrutiny

Litigation partners Marty Flumenbaum and Brad Karp's Second Circuit Review column appeared in the January 25 issue of the New York Law Journal. In this article the authors discuss Ognibene v. Parkes, in which the U.S. Court of Appeals for the Second Circuit rejected a constitutional challenge to the three principal provisions of New York City's political campaign finance and lobbying laws. The court concluded that the provisions of the city's campaign finance laws — designed to prevent the appearance of corruption from so-called "pay-to-play" contributions — were constitutional.
