Description of Program and Relief

Grants Available to Connecticut Manufacturers to Produce COVID-19 Supplies

Connecticut manufacturers can apply for grants of up to $75,000 to assist in the production of critical equipment and supplies needed to respond to COVID-19. The grants, offered through the Manufacturing Innovation Fund Voucher Program, can be used for working capital, new equipment, and other purposes that help companies build capacity or repurpose their operations. Applications for the funding will be reviewed and approved by the Department of Economic and Community Development in partnership with the Connecticut Center for Advanced Technology, based on the state’s current needs for medical equipment and supplies related to the pandemic. Funding for this short-term program is limited to $1.3 million and requires a one-to-one match from participating businesses.

Through the creation of a new website by CONNSTEP — www.ctcovidresponse.org — manufacturers will be able to obtain information on the current supply needs in Connecticut, make connections with suppliers, and ultimately provide the products to health care institutions.

Eligibility Requirements/Restrictions

Companies that fit the following eligibility requirements may apply:

is a manufacturer or Allied Service Provider (a company that physically interacts with a manufactured good to alter the product, for example industrial heat treaters and industrial platers);

has a manufacturing facility in Connecticut or relocates operations to Connecticut;

is registered for at least 3 years and is currently generating revenue;

51% or more of the company’s revenue is generated from the sale of goods the applicant manufactures or from allied services provided to manufacturers;

has at least 3 full-time employees and fewer than 300 employees;

proposes a project value of at least $10,000;

is operating in an appropriately zoned commercial area;

has not received $50,000 or more from the MVP program previously (except for COVID-19 related projects); and

is in good standing with both the Connecticut Department of Revenue Services and Connecticut Department of Labor at the time of application.

Eligibility will be determined based on market prioritization, including existing shortages at the time of application.
