Description of Program and Relief
Flexible Packaging and Labeling Rules for Local Restaurants Permitting Resale of Grocery Items
Pursuant to Executive Order 2020-25, restaurants that are currently licensed or permitted to serve prepared foods in Arizona may repackage and sell grocery items that they have on hand, including items not normally packaged and labeled for resale. This includes, but is not limited to, paper goods, cleaning supplies, prepared food in bulk, meat, vegetables, and raw foods, provided that they are unadulterated, within the to-be-sold dates, and have been properly refrigerated and handled. To the extent possible, restaurants shall sell all food items in their original packaging, and bulk household items must be sold in their original containers.
Businesses should assess their customer traffic flows to ensure the takeout or curbside business model will comport with appropriate social distancing.
The Order does not permit a restaurant that does not hold a current liquor license to sell alcoholic beverages.
