Description of Program and Relief

Guidance Regarding Reopening of Businesses

The Commonwealth of Kentucky has provided guidance on reopening businesses. If there are no countervailing city or county restrictions:

  • As of May 11, 2020, manufacturing, distribution and supply chain businesses; construction; vehicle or vessel dealerships; office-based businesses (at 50% pre-pandemic capacity); horse racing (no fans in attendance); pet care, grooming and boarding and photography businesses are allowed to reopen;

  • As of May 20, 2020, retail businesses (at 33% pre-pandemic capacity) and funeral and memorial services are allowed to reopen;

  • As of May 22, 2020, restaurants (at 33% pre-pandemic capacity, plus outdoor seating) are allowed to reopen;

  • As of May 25, 2020, barber shops, cosmetology and hair salons; massage therapy; nail salons; tanning salons and tattoo parlors are allowed to reopen;

  • As of June 1, 2020, auctions; auto/dirt track racing; aquatic center (except outdoor pools), bowling alleys; fitness centers and movie centers are allowed to reopen;

  • As of June 8, 2020, education and cultural activities (including aquariums, distilleries, libraries and museums); horse shows and limited child care (some in-home programs) are allowed to reopen;

  • It is expected that, as of June 15, 2020, some additional child-care (center based programs and day camps) and youth sports (no-touch) will be allowed to reopen;

  • It is expected that, as of June 30, 2020, bars will be allowed to reopen.

In all cases, the reopening of businesses is subject to compliance with certain minimal requirements and industry-specific requirements that can be found here. Businesses should check for any additional city or county restrictions.

If any entity in a sector being reopened cannot comply with the minimum requirements or industry-specific requirements, they must wait to reopen until they are able to do so or until some or all of these restrictions are lifted.
