Description of Program and Relief

Loan Portfolio Guaranty Program For Small Businesses

In response to COVID-19, Louisiana created the Loan Portfolio Guaranty Program (“LPGP”) to provide loans to Louisiana small businesses. The LPGP will provide access to capital to eligible small companies that have experienced lost business and a sudden drop in revenue caused by COVID-19. Loans of up to $100,000 per applicant are available and will be administered by participating members of the Louisiana Bankers Association.

Applications will be accepted by banks until December 31, 2020.

Eligibility Requirements/Restrictions

All eligible for-profit businesses employing under 100 workers that have been impacted by COVID-19—including farmers and fisherman—can participate.

The repayment period will be between 1 to 5 years and the interest rate will be fixed up to 3.5 percent. The first six months will bear no interest. No payment is due for the first six months of the loan. Periodic reporting, including compliance with the borrower’s obligations, will be required.

Ineligible businesses are those solely engaged in gaming, non-profit organizations, real estate developers, pawn shops, pay-day loans, lending and investment concerns, or speculative activities.

The deadline to apply is December 31, 2020.
