Description of Program and Relief

Rural Growth Incentive Program Emergency Loans

The North Dakota Department of Commerce has declared an emergency and can make loans through its rural growth incentive program to cities who in turn provide these loans (and matching dollar-for-dollar funding between $25,000 and $75,000) to “Essential Service Companies.” “Essential Service Companies” include gas stations, pharmacies, grocers and, in some cases, restaurants.

Companies interested in these loans should coordinate with their city to file applications.

Eligibility Requirements/Restrictions

In order for a borrower to be eligible for these loans, it must meet the following eligibility requirements: (i) the city must have a population of less than 2,500; (ii) borrower and its equityholders must provide corporate and personal guarantees on the loan; and (iii) the recipient of the loans must be a North Dakota business that provides a community an essential service with North Dakota Department of Commerce Commissioner approval.
