EXPERIENCE

Of counsel in the Litigation Department, Robert E. Montgomery, Jr. has been principally engaged in the handling of international trade and energy regulatory matters and litigation.

Mr. Montgomery has successfully handled a broad range of energy and international trade-related litigation matters, including the representation of:

  • McDonnell-Douglas in connection with the U.S. Government's dispute with the European Airbus consortium;
  • the Turkish National Oil Company with respect to the negotiation of joint production agreements with foreign petroleum companies;
  • major Japanese corporations in anti-dumping and unfair competition cases before the Commerce Department, the ITC and the courts; and
  • one of the world's leading producers of steam and combustion turbines in connection with certain intellectual property licensing matters, and is currently lead counsel for that company in an international arbitration.

He has also handled a number of significant U.S. and foreign government contract disputes involving allegations of fraud, bid-rigging and boycott issues.

From 1969 to 1975, Mr. Montgomery held a series of responsible positions in the federal government, the last of which was general counsel of the Federal Energy Administration, predecessor to the Department of Energy. In this capacity, he played a significant role in the formulation of the nation's energy policy, frequently testified before congressional committees, and represented the United States in international petroleum negotiations with the Soviet Union. Before assuming this post, Mr. Montgomery had served as deputy general counsel of the Federal Energy Office, and assistant general counsel for Legislation and Congressional Affairs at the Federal Trade Commission. Prior to joining the Federal Trade Commission, he served as general counsel for the White House Office of Consumer Affairs, and in the Pentagon as assistant to the United States Army's general counsel.

Mr. Montgomery served as editor in chief of the California Law Review. He served as an infantry captain in Vietnam from 1965 to 1966.
