An associate in the Litigation Department, Heather Milligan has experience representing defendants in antitrust and other complex civil cases in state and federal court. She has represented clients in matters involving a wide range of industries, including technology, manufacturing, media, pharmaceutical and other sectors. Heather was a lead associate on the team that represented News Corp in a three-week jury trial in the Southern District of New York, involving claims of exclusive dealing and monopolization. She is currently a key member of the team representing Mastercard in an antitrust class action concerning the rollout of EMV chip cards in the U.S. Heather has also represented clients such as IBM, Pfizer and Vanda Pharmaceuticals in class action, securities, commercial and regulatory matters. Heather received her J.D. from the University of Virginia School of Law in 2015 and completed a one-year clerkship for the Honorable Thomas C. Wheeler of the U.S. Court of Federal Claims.

Heather has assisted in editing updates to The International Comparative Legal Guide to Cartels & Leniency and currently serves on the planning and programs committees for the ABA’s 2023 International Law Section Fall Conference “Law and Technology in a Changing World.”

Heather maintains an active pro bono practice and has represented pro bono clients in state and federal court. She currently serves on the advocates council for Planned Parenthood of Metropolitan Washington, DC, Inc. In law school, Heather served as Executive Editor of the Virginia Tax Review and represented indigent clients in state court proceedings.
