Litigation partner Steve Baughman was named President of the PTAB Bar Association following the organization’s annual meeting on March 11, 2020. Additionally, litigation counsel Megan Raymond was elected to the PTAB Bar Association’s board of directors.
Formed through the collaboration and financial support of more than 45 law firms, including Paul, Weiss, the PTAB Bar Association serves as a forum for communications between the Patent Trial and Appeal Board (PTAB) and other stakeholders, and aims to preserve and promote the highest professional and ethical standards among lawyers and stakeholders who appear before the PTAB.
Steve helped form the Association in 2016 and has served as one of its officers from the time of its inception, including as the Association's Secretary, Vice President, and President-Elect. Steve—who spearheads the Paul, Weiss PTAB practice—has been appearing at the PTAB since its first minutes of operation in September 2012 and has been counsel of record on behalf of petitioners and patent owners in more than 175 inter partes review, covered business method review and post-grant review proceedings, including more than 60 proceedings argued through a final hearing. Over the first 4½ years of PTAB trials, Steve amassed a 47-0 record in final written decisions on behalf of challengers, invalidating every claim ruled on by the Board, while also turning back key challenges on behalf of patent owners. These wins invalidated or protected patents linked to district court verdicts and market valuations totaling well over $1 billion. In 2013 Steve was named Law360’s first “IP MVP” based on work in PTAB trials, and he has been recognized by IAM Patent 1000, The Legal 500, LMG Life Sciences Stars, and Managing Intellectual Property IP Stars.
Megan has significant experience representing clients in post-grant proceedings before the PTAB, and has been involved in over 90 proceedings to date. She has been recognized by The Legal 500 for her patent litigation work and was recognized in the PTAB Bar Association's inaugural “Top 50 Women in PTAB Trials” list in 2019. Megan is the chair of the Federal Circuit Bar Association’s PTAB committee, the vice-co-chair of the Federal Circuit Bar Association’s Mock Argument Committee, and the former vice-chair of the PTAB Bar Association’s Programming Committee and of the PTAB Bar Association’s Women’s Committee.
