Gallagher

Rachel Gallagher is an associate in the Litigation Department. Rachel regularly advises clients on complex internal investigations, compliance counseling and enforcement related to U.S. economic sanctions, and sensitive cyber and national security matters.

Rachel represents individual and institutional clients in high-stakes investigations before the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC), the Department of Justice and other federal government agencies. Rachel has expertise in U.S. economic sanctions and regularly interacts with OFAC to advise clients on their sanctions compliance programs and related investigations. Rachel also counsels clients on Electronic Communications Privacy Act (ECPA) and Stored Communications Act (SCA) compliance, cybersecurity incident preparation and response, and export controls administered by the Department of Commerce’s Bureau of Industry and Security.

Prior to joining Paul, Weiss, Rachel was a member of the national security group at an international law firm and worked in various roles within the U.S. federal government, including the White House. While at law school, Rachel was on the board of the National Security Law Society and interned at the U.S. Attorney’s Office for the Southern District of New York and at the Social Security Administration.
