John Carlin Interviews Deputy AG Lisa Monaco in 10th Anniversary Munich Cyber Security Conference Keynote Event

Cybersecurity & Data Protection Co-Chair John Carlin hosted a closing keynote conversation with Deputy U.S. Attorney General Lisa Monaco as part of the Security Network Munich’s 2024 Munich Cyber Security Conference. The interview explored Deputy AG Monaco’s insights on the U.S. Department of Justice’s strategies for combatting cyber threats and ransomware attacks, and its regulatory and enforcement approach to emerging AI technologies.

“We have directed our prosecutors to look across their investigations and at every single time ask ‘can I take a disruptive action? Can I prevent the next victim?’” Deputy Monaco said, commenting on the DOJ’s prioritization of cyber disruptions and placing victims first. While prosecutors are directed to use traditional tools in new and creative ways, Deputy Monaco added that “we haven't left the handcuffs at home. Working with our international partners, we are seeking extraditions and having people face justice in the courts.”

Deputy Monaco also described AI as the “ultimate disruptive technology” and stressed that, whenever appropriate, the DOJ will seek “stiffer sentences for offenses made significantly more dangerous by the misuse of AI.”

Other speakers at the conference included FBI director Chris Wray, U.S. Secretary of Homeland Security Alejandro Mayorkas and EU Commission Vice President Margaritis Schinas, among other top-level industry experts. The conference took place at the Munich Chamber of Commerce from February 14 to February 16.
