Description of Program and Relief

CARES Act Provisions for Seniors and Healthy Start

The Coronavirus Aid, Relief, and Economic Security Act (the “CARES Act”) includes provisions addressing senior assistance programs and Healthy Start.

  • Senior Nutrition:

  • During the public health emergency, state and local agencies may reallocate 100% or less of federal funding appropriated for senior meal programs for uses that the agency deems appropriate to meet the needs of the area served.

  • Senior meal delivery is expanded to recipients who remain at home due to social distancing, and certain dietary guidelines and caloric intake requirements will be waived during the public health emergency.

  • Senior Employment:

  • The Secretary of Labor may modify limits on participation in the Senior Community Service Employment Program (“SCEP”), which subsidizes community service and employment training for low-income, unemployed seniors.

  • The Secretary of Labor may increase the amount available to pay the administrative costs for a SCEP project by 20% of the amount originally granted to the project.

  • Healthy Start: The Act reauthorizes the Healthy Start program through which grants are provided to areas with elevated annual infant mortality rates, and provides $125.5 million annually in fiscal years 2021 through 2025 for the program.

Dates Available

The Secretary of Labor may permit eligible individuals who participate in Senior Community Service Employment Program as of March 1, 2020 to extend their participation beyond the current statutory cap of 48 months after July 1, 2007. The Secretary may also increase the average participation cap for eligible individuals beyond the current limits of 27 months or 36 months.

Eligibility Requirements/Restrictions

The Act makes changes relevant to those administering or implementing qualifying senior nutrition programs and the Senior Community Service Employment Program and to seniors benefitting from these programs.
