Description of Program and Relief

90-Day Eviction Moratorium

The Hayward City Council enacted an immediate 90-day moratorium on residential evictions and the charging of late fees for failure to pay rent due to COVID-19 and no-fault evictions, such as necessary and substantial repairs requiring the tenant to vacate a rental unit or demolition of the rental unit. Renters will remain responsible for any unpaid rent during this time.

Eligibility Requirements/Restrictions

To qualify, renters must be able to demonstrate a substantial loss of income or substantial out-of-pocket medical expenses related to the COVID-19 pandemic. A loss of income related to COVID-19 includes layoffs, reductions in work hours, and declines in business earnings.

Renters must also make a good-faith effort to notify their landlord that they cannot pay rent due to a COVID-19-related issue. Renters should immediately contact their property managers or landlords, in writing, to provide notice that they are unable to pay rent due to COVID-19. Renters should use this form to provide notice.
