Grants for Small Businesses, Small Business Relief Fund Revised Guidelines for Prior Applicants

After the City of San Diego received additional funding from private donations and authorized an additional $12.8M in CARES Act federal funding for its Small Business Relief Fund (SBRF), the City has resumed awarding grants to small business applicants financially impacted by the COVID-19 crisis. This additional SBRF funding is available to businesses that applied during the original application period, which ended on April 14, 2020, but did not receive a grant before original funding was exhausted. The SBRF will provide financial assistance of between $2,500 and $10,500 in grants to remaining qualified applicants on a first-come, first-served basis.

The new tiered structure for grant awards from this new funding is as follows:

  • $2,500 for businesses with zero employees (other than the owner) and annual gross revenue from 2019 is less than $200,000;

  • $5,000 for businesses with one employee (not the owner) and annual gross revenue from 2019 is less than $500,000;

  • $7,500 for businesses with five or less employees and annual gross revenue from 2019 is less than $1,000,000; and

  • $10,000 for businesses with six or more employees and annual gross revenue from 2019 is less than $3,000,000.

All Promise Zone, Opportunity Zone and LMI Census Tract applicants will receive an additional $500.

Eligibility Requirements/Restrictions

Funds are available for businesses that originally applied for an SBRF grant by April 14, 2020.

To be eligible, businesses must: (1) be located within the City of San Diego; (2) have employed no more than 100 Full-Time Equivalent (FTE) employees as of February 28, 2020 (this includes businesses that are sole proprietors, family-owned, or home-based); (3) have a City of San Diego Business Tax Certificate as of April 15, 2020; (4) provide documentation that shows the business had been operational for at least 6 months; and (5) provide proof of economic hardship due to COVID-19. Applicants that are eligible will be contacted by Economic Development Department staff and asked to provide backup documentation, including but not limited to: IRS Form W-9, recent tax returns, bank statements, and current Balance Sheet.

Eligibility restrictions apply to the following: (1) City of San Diego employees and family members; (2) business that have engaged in any illegal activity per local, state or federal regulations (with federal regulations taking precedence over local or state regulations); and (3) businesses that have previously received an SBRF award.

Additionally, the following businesses are not eligible to request or receive assistance from the SBRF: lending and investment institutions; insurance companies; golf courses, racetracks or gambling facilities; nonprofit entities; and chain stores.

Application Deadlines (If Applicable)

Applications no longer accepted after April 14, 2020, but funds continue to be distributed to original applicants due to additional funding.
