Description of Program and Relief

Moratorium on Utility Shutoffs

On March 23, 2020, Mayor Eric Garcetti announced a Los Angeles Department of Water and Power (LADWP) moratorium on water and power shutoffs in light of the COVID-19 pandemic.

The moratorium has been extended until December 31, 2020. There will be no penalties for late payments, and extended payment plans will be offered.

Residents should still pay their utility bills if they are able during the moratorium period. This moratorium does not waive the requirement for residents to pay their utility bills; residents will be required to pay their past due bills from the moratorium period after its expiration.
