Description of Program and Relief

San Diego County, California: Small Business and Non-Profit Loan Program (SBNLP)

The San Diego Small Business and Non-Profit Loan Program (SBNLP) is a public-private partnership between the Office of the San Diego County Supervisor and the San Diego Foundation. The program provides interest-free loans to small businesses and nonprofit organizations in the County that are struggling as a result of the COVID-19 pandemic.

Small businesses can apply for loans at here.

The application period for non-profit organizations has ended, but non-profit organizations are still encouraged to fill out an application here in case additional funding becomes available. If no additional funding is available, SBNLP will try to connect applicants with other sources of capital.

Eligibility Requirements/Restrictions

To be eligible, small businesses must: (1) be in the unincorporated areas of San Diego County; (2) employ 50 or fewer employees; (3) not have received funding from the SBA’s Economic Injury Disaster Loan Program or Paycheck Protection Program; (4) have a current source of income (i.e. job, business, unemployment, spousal income); (5) be in operation a minimum of seven months; and (6) be current with credit reports and not have a bankruptcy discharged in the past 12 months. Non-profits must: (1) have 501(c) status or have a 501(c)3 fiscal sponsor, in good standing, and with recent IRS Form 990 on file (from the last 18 months); (2) be located in, or serving residents in, San Diego County for the last 18 months; (3) have total revenues between $500,000 and $25 million in its last fiscal year and/or the 12 months ending February 2020 (total revenue can include philanthropic donations and must include other earned revenue); (4) have an earned revenue stream that is not donation-based (e.g. membership fees, event fees, sale of products); (5) forecast the ability to fully repay a zero-to-low interest loan within 2.5 years; (6) lack sufficient access to capital from other sources of financing including banks and other new and existing government programs such as EIDL and PPP; (7) have a clear need and use of funds, including: (a) emerging from COVID-19-induced setbacks and need staff retraining, PPE, facilities modifications, etc.; (b) increasing service provision and has to pay for increased operational and program expenses upfront, in advance of expected or contracted revenue; and (c) innovating or repurposing capacity and need working capital to shift models. For non-profits, the application period has officially closed; however, non-profits are still encouraged to fill out an application in case additional funding becomes available or SBNLP can connect them with other sources of capital.
