Description of Program and Relief

Temporary Outdoor Flex Space Program

Riverside’s Temporary Outdoor Flex Space program permits certain restaurants, retail and service businesses to operate on private land, public land, and in public rights-of-way. There is no initial cost for the temporary outdoor flex space permit. Most businesses can begin outdoor operations immediately by submitting an application and self-certifying that all requirements have been met; if the business requires use of a public right-of-way, however, an inspection is required before operations can begin. Permits are valid for 90 days or until the end of the local emergency, whichever is greater, and may be extended.
