Description of Program and Relief

Temporary Waivers for Those Fostering Youth To Enable Continuity of Care

Governor Gavin Newsom signed Executive Order N-53-20 allowing county child welfare agencies and probation departments to use alternative processes and temporary waivers in order to ensure continuity of care for foster youth during the COVID-19 pandemic. Some provisions of that order were extended by Executive Order N-69-20. The key provisions extended:

  • Temporarily suspend state eligibility criteria for payments to nonminor dependents living in or requesting approval of a Supervised Independent Living Placement requiring any physical, in-person, face-to-face application, meetings, inspections, visits, and signature requirements;

  • Temporarily suspend visitation requirements; and

  • Temporarily suspend physical, in-person certification functions required for out-of-state group homes within the Department of Social Services’ jurisdiction.
