Description of Program and Relief

The CalFresh (SNAP) Program

The CalFresh Program (federally known as Supplemental Nutrition Assistance Program (SNAP)) provides monthly food benefits to low-income individuals and families and provides economic benefits to communities. CalFresh is federally mandated, and, in the state of California, is state-supervised and county-operated. The monthly benefits are issued via Electronic Benefit Transfer (EBT) and can be used to purchase food at a grocery store or farmers market that accepts EBT cards. CalFresh also allows eligible CalFresh benefit recipients who are homeless, disabled, and/or elderly (ages 60 and above) to use CalFresh benefits to purchase hot, prepared food from participating restaurants as part of the California Restaurant Meals Program.

As a part of special COVID-19 relief measures, eligibility re-determinations for households scheduled to expire from March through May 2020 will be postponed by six months until September through November 2020. This adjustment includes households with earned income that, by regulation, cannot normally be certified for more than a six-month period.

Deadlines for period reports, which provide the Department of Social Services with updates regarding household changes that have occurred since an applicant’s last renewal, have also been extended. Period reports for households that are due between March and May 2020, and for households whose certification period is extended under this waiver, will be postponed by six months.
