Description of Program and Relief

Financial Protections for Patients Visiting Out-of-Network Providers and Uninsured Patients Due to COVID-19

If emergency services were rendered to an insured patient by an out-of-network health care provider, the health care provider may bill the health carrier directly, and the health carrier must reimburse such health care provider the amount the insured patient’s health care plan would pay for the services if rendered by an in-network health care provider.

If the patient is uninsured, the hospital cannot bill the individual for services received for treatment and management of COVID-19.

Effective April 5, 2020 for the duration of the public health emergency declared March 10, 2020, including any extension or renewal

Eligibility Requirements/Restrictions

Patients who are not otherwise covered by any public or private health plan and insured patients who receive health care services for the treatment and management of COVID-19 are eligible for these statutory financial protections.
