Guidance Regarding Reopening Businesses

Connecticut has released documents detailing specific rules that businesses falling under Phase 1 and Phase 2 of Connecticut’s reopening plans must follow amid the ongoing COVID-19 pandemic:

Spanish versions of the reopening guides are also available. All businesses subject to the Phase 1 and Phase 2 reopening rules are required to self-certify prior to opening.

Reopening information, including what types of businesses are allowed to reopen, can be found on the Connecticut Business Reopening and Recovery Center website, and specific rules the businesses should follow when they reopen are available here.

According to the guidance, the decision to reopen during this phase rests with each individual business owner – they are not required to open if they do not choose, but if they do, they must follow the rules as prescribed. Businesses should check for any additional city or county restrictions.

Eligibility Requirements/Restrictions

The provided guidance for Phase 1 is limited to hair salons and barbershops, museums and zoos (outdoor only), offices, restaurants (outdoor only), retail and malls, outdoor recreation, and university research. The provided guidance for Phase 2 is limited to amusement parks, hotels/lodging, restaurants, museums, zoos, and aquariums, indoor recreation, libraries, outdoor events, personal services, and sports and fitness facilities. As future phases of the reopening are announced, details on which businesses may reopen can be found here and here.
