Description of Program and Relief

General Assistance Program for Low-Income Individuals

Delaware’s General Assistance Program is a state-funded program designed to provide cash assistance to low-income people who do not qualify for federally funded programs, such as Temporary Assistance for Needy Families or Social Security Benefits. Although there is no specific guidance related to COVID-19, individuals struggling to find employment or that have been financially impacted due to COVID-19 may be eligible for this program if they meet eligibility requirements (below).

Eligibility Requirements/Restrictions

Delaware’s General Assistance Program is available to Delaware residents that meet one of the following criteria: (1) aged 18 to 54 and are too sick to work (must have a form completed by a doctor); (2) required to stay at home to take care of a sick household member; (3) aged 55 or older with no other income; or (4) a high school student over 18 and expected to graduate within two years. There may also be income and resource limits that apply to this program but they are determined by a Division of Health and Social Services Case Manger on a case-by-case basis.
