Description of Program and Relief

Securing Local Food Systems Grants

The Kansas Securing Local Food Systems grant program was created to support Kansas meat processing facilities, food processors, food banks, local direct-to-consumer producers and retail outlets to address food for human consumption supply chain disruptions as a result of the COVID-19 public health emergency. The grant is based on the need to increase capacity of Kansas’ local food systems. Increased capacity will add resilience to the food for human consumption supply chain and will ultimately benefit consumers. Grant applications should be made for capacity-related improvements since March 1, 2020 through Dec. 30, 2020.

Eligible expenses include the following:

  • Capital improvements to expand capacity

  • Rental of buildings, facilities and/or equipment necessary to expand capacity or facilitate social distancing

  • Technology that allows increased capacity or business resilience

  • Facility reconfiguration to meet social distancing guidelines

  • Costs associated with:

  • COVID-19 sanitation and worker safety supplies

  • Employer-provided COVID-19 testing

  • Increased inspections

  • Wages and hazard pay

  • Livestock intake and storage equipment

  • Packaging and handling equipment

  • Processing and manufacturing equipment

  • Upgrades to utilities

  • Warehouse equipment

  • Water treatment/management equipment

  • Other business adaptation and diversification activities

Eligibility Requirements/Restrictions

  • Must be a for-profit or not-for-profit business owned and/or operated in the state of Kansas. New businesses may also be eligible.

  • The business must not have received more than $350,000 in prior COVID-related local, state and/or federal funding.

  • Awarded funds may not be used to duplicate any expenses paid for any previous local, state or federal CARES Act funding programs.

  • The following businesses are eligible to apply:

  • Direct to consumer producers/growers/vendors who employ fewer than 20 full-time employees per location

  • Federally inspected and state inspected food processors who employ fewer than 200 full-time employees per location (both existing facilities and new facilities that will soon be in operation)

  • Federally inspected, state inspected and “custom only” exempt slaughter and processing facilities who employ fewer than 200 full-time employees per location (both existing facilities and new facilities that will soon be in operation)

  • Food Banks, pantries and soup kitchens

  • Registered farmer’s markets (or intend to register by November 15, 2020)

  • Retail food outlets such as grocery stores
