Description of Program and Relief

Supplemental Nutrition Assistance Program (“SNAP”), Including Waiver of Recertification Requirement

This preexisting program provides monthly benefits to help eligible low-income Louisiana households purchase food. Households can use SNAP benefits to buy foods for the household to eat as well as seeds and plants which produce food for the household to eat. While no specific guidance has been provided for those affected by COVID-19, individuals and families adversely impacted by COVID-19 should be eligible if they meet general eligibility requirements.

The amount of SNAP assistance a household receives depends on the number of people in the SNAP household and their income. Allotment amounts are determined by the table here.

In light of the COVID-19 pandemic, recertification will not be required for existing SNAP recipients with certification periods ending in April 2020 and May 2020.

Eligibility Requirements/Restrictions

Recipient must:

1) Reside in Louisiana;

2) Provide proof of identity;

3) Provide or apply for Social Security numbers or each household member before certification; and

4) Register for work and accept suitable employment.

Recipients must also meet certain resource and income tests.

Individuals who receive Social Security Income or households including anyone who receives Family Independence Temporary Assistance Program (FITAP), Kinship Care Subsidy Program (KCSP), or Strategies to Empower People (STEP) benefits are exempt from the resource limit. Households not exempt from the resource limit may have up to $2,250 in resources, such as a bank account, cash, certificate of deposit, stocks, and bonds.

Non-exempt households that include at least one household member who is age 60 or older or includes a disabled member may have up to $3,500 in resources.

Households are not exempt from the resource limit if: (1) a member is disqualified for Intentional Program Violation; or (2) the household is disqualified for failing to comply with work registration requirements.

The following individuals are not exempt from the resource limit: (1) an ineligible alien; (2) an ineligible student; (3) an individual who is disqualified for failure to provide or apply for a social security number; and (4) an individual who is on strike.

Household members can include either U.S. citizens and/or aliens with verifiable USCIS documentation.

The net income eligibility standard is determined by the number of individuals in the household. Full information on the income eligibility requirements can be found here.
