Description of Program and Relief

Changes to Rules for Department of Human Services Child Care Providers

To be able to become a DHS child care provider, providers must generally meet requirements listed here, submit to a background check, take orientation and other required training and become listed with DHS. Due to the COVID-19 emergency, the Oregon Department of Education, Early Learning Division has established temporary changes to licensing and other provider requirements for child care programs that remain open during the emergency.

These changes include case-by-case exceptions to licensing requirements, adapting training requirements for license renewals, case-by-case exceptions with respect to capacity or adult-to-child ratios, and an expedited background check process for new providers, among others.
